It is an eminently workable solution to one of the age-old problems of civilizations. European economies, whose labor markets are relatively flee-wheeling, often strain under the weight of high unemployment. Japan 's unemployment rate, although still one of the lowest in the world, is rising to unacceptable levels because of American-style "reform " and "rationalization " , which often boil down to one thing: layoffs. As our industries and our work force change and adapt to become more efficient, it may be that some traditional ways of doing business will have to be done away with. But the tradition of life toy employment should stay. It has given rise to one of the most highly skilled work forces in the world. And it also provides an affordable and egalitarian social safety net. In emulating Western models of economic reform, we shouldn't discard this valuable tradition.
